Taxpayer funds to pay the rich's home vacation in Galveston

Should taxpayer funds be used to rebuild some of the rich’s vacation-homes on the west end of Galveston? According with the article titled “Ike could deplete taxpayer-backed insurance fund” (http://www.statesman.com/news/content/region/legislature/stories/09/15/0915ikeinsurance.html). This article states that in the aftermath of hurricanes Katrina and Rita, insurance companies cut coverage on damages related to natural disasters. Insurance adjusters began recording damages caused by Hurricane Ike to see whether the losses will be covered though a taxpayer-backed insurance fund.
This article is worth to read because it makes people aware of insurance policies to cover everyone's home. Also, to discuss weather the taxpayer funds should help the rich.
Many people will not agree that the State of Texas provide an insurance policy against hurricane destruction when private insurers do not want to do.
